SITUATION REPORT (Dec 5)

On Monday, November 21, at 13.00 local time, a 5.6 magnitude earthquake hit the Sukalarang area in Sukabumi, District of Cianjur, West Java, Indonesia. The earthquake was felt in 10 surrounding Districts, including the capital Jakarta – 3 hours away from the epicenter. Two weeks have passed, and the number of affected communities has substantially increased. The official Government report on December 3, 2022, noted 334 people died, 593 people were severely injured and treated in local hospitals, and eight people are still missing. In addition, 114,683 people are now living in temporary shelters. This includes: 

  • 147 people with disabilities (PWDs) 
  • 1,640 expectant mothers, and  
  • 7,453 elderly.  

There are 494 evacuation camps, with 375 public camps and 119 independent (and smaller) camps. Since the big earthquake on November 21, there have been more than 350 aftershocks with much lower strength and intensity. Hence, the communities whose houses are not heavily damaged are still afraid to return to their houses.  

Cianjur District Government declared an Emergency Response status for 30 days, from November 21 to December 20, 2022. Central Government also just announced the start of house reconstruction support to be delivered to the affected families so that they can start rebuilding a safer house. The Government also provided relocation land to communities who have lost their land due to landslides following the earthquake.  

IMMEDIATE NEEDS

Daily food needs are still the priority of most affected communities living in the shelters, as they have not yet returned to their normal work. Meanwhile, with continuous rain battering the affected locations, there have been increasing waste management issues due to the amount of plastic-related aid support and the absence of a waste management system in most camps. Sanitation and hygiene are also a growing concern, with many camps not equipped with standardized latrines and appropriate wastewater systems. Water-borne and hygiene-related diseases are increasing and need further medical support, especially in remote locations with minimum road access. 

The immediate needs identified by our partners who are currently involved in rescue and relief efforts on the ground include: 

  • Safe and strongly built-emergency shelters 
  • Appropriate sanitation and latrines system 
  • Waste management system and reducing single-use plastic 
  • Public kitchen support 
  • Regular mobile-health service reaching remote areas 
  • Temporary schools to restart education activities 
  • Mental health and psychosocial support to communities, and especially to children 

There will be significant medium to longer-term recovery and rehabilitation support related to rebuilding houses and schools – Safe Earthquake House and Safe Earthquake School, mental health support, and capacity building on disaster preparedness and mitigation efforts, especially in the schools. 

OUR PARTNERS’ RESPONSE

Habitat for Humanity Indonesia

Habitat for Humanity Indonesia (Yayasan Habitat Kemanusiaan Indonesia / YHKI) deployed Rapid Response Team (RRT) to Cianjur and conducted need assessment work, coordination with local governments, authorities, and NGOs, preparing a pathway for prepositioned ESK (Emergency Shelter Kits) and WCK (Wash and Cleaning Kits) distribution, and mapping out a strategy for further humanitarian intervention in the shelter, wash, education and livelihood sectors. Further, YHKI has been planning to conduct the following interventions: 

  1. Relief Distribution from Nov 21 – Dec 20, 2022: decide on target intervention areas, Emergency Shelter Kits (ESK) and Wash Cleaning Kits distribution (WCK), rubble removal Family Kits distribution (wheel borrow), and market assessment for Cash Assistance 
  1. Early Recovery: four months to conduct Cash and Voucher Assistance (CVA) for house repairs (collaborate with Financial Service Provider (FSP) and building material shops),  Cash and Voucher Assistance for Transitional Shelter (collaborate with FSP and building material shops).  
  1. Reconstruction: one-year program to conduct Housing/Building Quality Assessment, resilient building through PASSA and CBDRM training, retrofitting pilot project and advocacy for PUPR and BNPB for retrofitting program, and Safe School programming through retrofitting, and WASH programming.  

The potential project location is in 3 sub-district (kecamatan) and seven villages (desa) in Cianjur District which are the most affected by the earthquake: Cugenang, Cianjur, and Cilaku. 

Human Initiative

The Human Initiative team has sent two rescue teams from Jakarta and Bandung with eight personnel to the location and coordinated with the local government. The team deployed consisted of search and rescue personnel, an impact assessment team, a logistics team as well as a psychosocial support service team.  

In the first week after the earthquake, the Human Initiatives team built evacuation camps in several villages, conducted psychosocial activities for the affected children living in camps, and continued providing clean water services in these camps. HI will continue to support the final phase of Search and Rescue operations, further coordination with the Disaster Management Board and various Organisations currently responding to the area, and deliver essential food and shelter-related needs. 

IDEP Foundation

IDEP Foundation deployed an Emergency Response team to the location and began coordination and providing support to the affected communities with local partners in the area to support two urgent needs: 

– Distribution of aid to meet basic needs 

– Shelter management, including waste management system, improving shelter constructions, building proper latrines and clean water system 

For medium and longer-term recovery, IDEP plans to conduct public campaigns and capacity building for disaster preparedness, including IDEP’s Earthquake Safe Houses (RAG) campaign.  

Project HOPE

Project Hope is partnering with local organization partners who have experience in ER since the 2004 Tsunami in Aceh. Project Hope emergency response staff and its local partners are organizing Mobile Care Unit to provide medical service, including mental health and psychosocial support, and coordinating the distribution of non-food items. The emergency response need are to conduct the following: 

  • $20,000 to provide MCU/mobile clinic units (medical personnel, medical supplies, operational cost) for two weeks covering 3-5 most damaged and isolated villages 
  • $35,000 to provide MCU (personnel, medical supplies, operational cost) for two weeks covering 3-5 most damaged and isolated villages plus distribution of NFI to 250 families (+/- 1,000 IDPs/internally displaced persons) 
  • $50,000 to provide MCU (personnel, medical supplies, operational cost) and MHPSS (Mental health and psychosocial support) for two weeks covering 3-5 most damaged and isolated villages plus distribution of NFI (non-food items) to 350 families (+/- 1,400 IDPs)
